Department Overview
Pact seeks a Communication and Public Outreach (CPO) Coordinator for the proposed USAID-funded Advancing Community Empowerment in Southeastern Myanmar (ACESM) program. ACESM is a five-year program (total award amount: $48 million) that seeks to empower vulnerable communities in Southeastern Myanmar by mitigating their vulnerabilities, encouraging robust community participation in decision making, and strengthening mechanisms for more accountable local governance. In the program, vulnerable populations are defined as marginalized populations which are at-risk, under-served, or traditionally excluded, due to conflict, extreme poverty, remoteness, or discrimination. Vulnerable populations also include disadvantaged groups which suffer from human rights restrictions, restricted freedom of movement, or other acute social exclusion. This includes, but is not limited to, conflict-affected populations in southeastern Myanmar (along the Thailand-Myanmar border) including IDPs, ethnic minorities, refugees, or populations that suffer from increased insecurity due to inter-communal conflict or violence and populations who unable to anticipate, cope with, resist and recover from natural disasters.
The activity will aim to achieve this goal by:
Meeting critical needs in health, education, livelihoods, water, sanitation and other basic needs;
Increasing the capacity of communities, civil society, and local governments in marginalized areas to constructively engage with each other; and,
Developing or strengthening community institutions capable of effective, participatory self-governance.
ACESM seeks to transition from previous development efforts in Myanmar that primarily focused on humanitarian relief, by instead focusing on strengthening the long-term institutional capacity, quality of service delivery, and governance systems within communities.
Position Purpose
The CPO Coordinator will lead all project-related communications functions, especially external communication of the project’s approach and key results. The CPO Coordinator will be responsible for developing and overseeing all external communications strategies, including stakeholder engagement and coordination. The CPO Coordinator will also develop and maintain any digital platforms used to capture and disseminate project results and success stories.
Key Responsibilities
Develop communications plans for a variety of stakeholder groups, creating messaging and materials for community action, and implementing communications strategies
Develop and deliver appropriate training programs, workshops, forums, and other public outreach campaigns to raise awareness of project interventions
Develop and maintain a project website and social media platforms to promote internet-based knowledge sharing for the project
Disseminate regular project updates to interested stakeholders/media, including drafting success stories, snapshots, before and after pieces, and other communications materials

Basic Requirements
BA in communications, journalism, international relations or related field or an equivalent combination of relevant experience or training
Experience in public diplomacy and communication strategies, digital media, event management, brand compliance and the provision of technical advice, as well as experience providing support to donor-funded (preferably USAID-funded) projects
High level interpersonal and communication skills, as well as stakeholder management skills
Strong computer skills with InDesign, Publisher, and a variety of website applications
Preferred Qualifications
Prior experience working on programs in relevant areas such as community-level participation, systems strengthening and service delivery improvement; as well as capacity development of local governance structures at the community level in southeast Asia or similar context (relevant experience in southeastern Myanmar highly sought after)
Myanmar nationals with native-level English capacity highly encouraged to apply
