Duties and Responsibilities
Under the direct supervision of the Assistant Cultural Affairs Officer (ACAO), the incumbent advance the public diplomacy goals of the U.S. Mission in Kabul by supporting English Language programming in Afghanistan at all levels. S/he supports, implements, and monitors English Language Learning products and services for the Department of State. S/he also oversees a large portfolio of U.S. government funded grants and cooperative agreements related to English teaching and learning in Afghanistan.

4. SKILLS AND ABILITIES: Must possess excellent oral and written communication, teaching, and interpersonal skills. The ability to work in a high-stress, high-productivity environment is required. Must have the ability to plan, arrange and support implementing partners in carrying out thematically focused PAS initiatives. Must be able to solve problems and provide recommendations for process improvements. Basic computer skills are essential. Ability to work independently
Qualifications

VA 17-081 – Full Performance Level:
1. EDUCATION: University bachelor degree in liberal arts, humanities, English or education is required.
2. EXPERIENCE: 2 years in cultural affairs, NGO work, teaching or administrative support of language teaching programs is required.

Substitution Option:
1. EDUCATION: Two years of college in liberal arts, humanities, English or education is required.
2. EXPERIENCE: 4 years in cultural affairs, NGO work, teaching or administrative support of language teaching programs is required.
VA 17-081T – Trainee Level:
1. EDUCATION: University bachelor degree in liberal arts, humanities, English or education is required.
2. EXPERIENCE: 1 year in cultural affairs, NGO work, teaching or administrative support of language teaching programs is required.
3. LANGUAGE: This position requires fluency in English (4/4), with native fluency in either Dari or Pashto (4/4).both Dari and English is essential. Must have excellent translation skills, including simultaneous interpretation.
4. SKILLS AND ABILITIES: Must possess excellent oral and written communication, teaching, and interpersonal skills. The ability to work in a high-stress, high-productivity environment is required.
