American Councils seeks volunteers living in the D.C. metro area to evaluate scholarship applications of high school students from 23 countries.

Youth exchange programs empower the next generation and establish long-lasting ties between the United States and other countries, promoting mutual understanding. Over the past decades, the U.S. Congress and Department of State have created youth exchanges as an important component of U.S. public diplomacy and foreign policy:
  • The Future Leaders Exchange (FLEX) program: initiated in 1992 to create closer relations with the successor nations of the former Soviet Union.
  • Kennedy-Lugar Youth Exchange and Study (YES) program: Developed to improve understanding between the U.S. and the Muslim world.
  • National Security Language Initiative for Youth (NSLI-Y) program: offers U.S. teens short- and long-term scholarship programs to study Arabic, Chinese (Mandarin), Hindi, Korean, Persian (Tajik), Russian, and Turkish in countries where these languages are spoken
These programs provide high school students with the opportunity to travel to the U.S. or abroad for an academic year or summer and study and live with a host family. To date over 36,000 students have participated in FLEX and YES, and over 5,600 U.S. students have received NSLI-Y scholarships to study abroad.

Volunteers must participate in a 1.5-day training session to prepare them to evaluate student applications. Subsequently, hours are flexible. Evaluation of applications will take place in the American Councils office from November 2017 through March 2018.
