Job Summary
The incumbent is responsible for monitoring, reporting and providing analysis on all relevant reports related to RS security issues, political and international issues and selected reconstruction and development issues as published in the nation media. On behalf of the SCR Civilian Spokesperson, develop and maintain good relations with the Afghan media and advise where appropriate on ways to improved NATO’s image.

Duties and Responsibilities
Provides advice on Media related issues as directed by the SCR Spokesman and provides regular reports to the SCR office on current media issues.
Analyses Afghan Government and civil society reactions to NATO and RS proposals, operations and initiatives.
Develops and maintains enhanced relationships with national media.
Keeps abreast of issues related to NATO, RS and national policies.
Assists in compiling relevant databases.
Develops and maintains relationships with the senior government officials, Parliamentarians, Afghan institutions, members of the Afghan civil society, media and any other local agencies/organizations as directed be the SCR office.
Organizes and executes Afghan media tours to NATO summits and Ministerial.
Provides support for the Media Opinion Leaders to Afghanistan (MOLA) tours and the Transatlantic opinion Leaders to Afghanistan (TOLA) tours through setting up meetings with key Afghan interlocutors and providing logistical support.
Assists in the preparation of and supporting high level visits and delegations.
Provides information, advice and analysis on all cultural, economic, media and political issues that are relevant to NATO, Afghanistan and region surrounding countries.
In the absence of the Country Advisor(s), provides support to the SCR team on political issues including but not limited to: monitor, analyze and report on relevant developments and provide advice on all historical, social, economic, political and development issues that impact the work of the office.
Manages social media pages such as Facebook and Twitter. Posts regular updates in Dari, Pashtu and English as directed by SCR spokesperson.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The work is normally performed in a typical Office / Secure Facility environment. Slightly Undesirable

Under the direct guidance of the SCR or his spokesperson, the media and public diplomacy advisor should provide actionable information and advice relevant to the SCR’s policy decision-making process.

Some travel required.
Will be required to work outside normal office hours.
Qualifications
2-3 Years of national / international experience in media related work.
Service experience in a governmental ministry, ideally at cabinet level or other equivalent institution.
A good knowledge of the Afghan media scene and personalities.
Regional expertise.
Broad and up to date knowledge of political, cultural, scientific and technical matters especially as related to Afghanistan.
University degree (preferred concentrations include: international relations, international law, political science, journalism and contemporary history).
Knowledge of NATO and RS organisation and terminology.

Standard Automated Data Processing (ADP) Knowledge:
Word Processing: Advanced Knowledge.
Spreadsheet: Basic Knowledge.

DESIRABLE QUALIFICATIONS:
Record of collaboration with or work for a media, governmental or political agency involved in Afghanistan.
Knowledge of general development affairs.
Record of work for an organization involved in the development of Afghanistan.

Additional Remarks:
An initial 12 month contract will be offered and contract extensions may be possible. Because of the dynamic environment, RS posts are under regular review and therefore post details and responsibilities, including contract duration and contractual grade may change during the advertising and contractual period.

Benefit Package:
Monthly salary of € 1,369.00
Meal Allowance of € 185.00 per month
